Congress seen as not likely to pass tax overhaul quickly

As the Texas Republican spoke, the White House said in a statement that "as of now" those taxes are not "under consideration."

Overhauling the tax code could prove harder to accomplish than repealing and replacing Barack Obama's health law. Many Democrats support the creation of a carbon tax as a way to address climate change, but they couldn't even reach an agreement on the issue when they had control of Congress and the White House during the early years of the Obama administration.

Caroline Freund, an economist at the Peterson Institute for International Economics, said she was glad to learn that the White House was considering a value-added tax, though she doubted that GOP lawmakers would be more accepting of that idea than the border adjustment proposed by Republicans in the House past year. Ryan canceled a scheduled vote on a House GOP plan after it became obvious that Republicans didn't have the votes.

"We have to have this conversation so we don't have another health care debacle", Williams said.

There, the picture gets cloudier; lobbyists on both sides of the border-adjustment tax issue say they're not sure who'll determine the final contents of the administration's plan. It won't be easy. They worry that Republicans in the House will face the same divisions on a tax bill.

Republicans will need some form of new revenue, though, if they want to chop tax rates without expanding the deficit. Committee staff have been working to craft a bill based on a House Republican blueprint that would sharply cut taxes for businesses and individuals.

In that vein, the proposed tax would pressure more US goods to be exported. Exports would be exempt.

House GOP leaders say the tax would help make American companies more competitive with their foreign counterparts, while encouraging companies to stay in the USA or even move here.

Harry Stein, director of fiscal policy at the Center for American Progress, a liberal think tank, said Republicans don't have a plan to make tax reform revenue-neutral in the long term, even if a boarder adjustment tax passes.

Conservative activists point out there's no deal to be made on trading federal environmental regulations for a carbon tax since Trump's already promised to roll back 75 percent of federal rules. Whoever is ultimately selected to fill this position will play an important role in helping Treasury Secretary Steven Mnuchin navigate the tax reform debate this Congress. Since then, the number of exemptions, deductions and credits has mushroomed.

Almost 34 million families claimed the mortgage interest deduction in 2016.

But the sweeping change would also end the popular deduction for state and local taxes.
